Golf Club By-Laws

Article I – Name

The name of this club shall be: Tri Valley Golf Club.

Article II – PURPOSE

First:  To promote and foster among its members a closer bond for their mutual benefit, and to promote and conserve the best interests and true spirit of the game of golf as embodied in its ancient and honorable traditions.

Second:  To enforce uniformity in the rules of the game (USGA) by creating a representative authority.

Third:  To maintain a uniform system of handicapping as set forth in this regulations of the Northern California Golf Association in cooperation with the United States Golf Association.

Fourth:  To afford a convenient and authoritative body to govern club tournaments held at various courses.

Article III – MEMBERSHIP

Section 1.    Membership shall be available to Northern California Residents that meet the minimum age requirement of 18-yr. Old (the exception being our junior program).

Section 2.    Memberships are individual and nontransferable.  Dues include membership in the Northern California Golf Association.  The NCGA provides $1.00 toward a subscription to the quarterly magazine, NCGA News, monthly computerized handicap, NCGA tournament eligibility and any other special member services available.

Section 3.    The Fiscal/Membership year for the Club will be January 1 through December 31.

Section 4.    In the event any member of this organization shall commit any act which reflects discredit or dispute thereon, or shall refuse or neglect to comply with the rules and regulations adopted by the Board of Directors or the duly appointed officers, such member shall be subject to suspension or expulsion after ten days written notice and the right to be heard, by a vote of two-thirds of the Board of Directors at any regular meeting or special meeting called for such purpose

Section 5.    The Annual Meeting of the Tri Valley Golf Club shall be held in the month of October.  The Board of Directors shall provide for the holding of such other meetings as may be deemed necessary or desirable, and they shall call special meetings upon written petition signed by not less than ten percent of this membership.

Section 6.    A legal quorum at any meeting shall be Twenty (20) members present in person or by proxy.  Each active member in good standing shall be entitled to one vote.

Section 7.    The Board of Directors shall establish all membership fees and dues from time to time in such amounts as they deem to be adequate to operate and maintain the club.

Article IV – BOARD OF DIRECTORS

Section 1.    The Board of Directors shall consist of the club President and Vice President and at least three members in good standing of the Tri-Valley Golf Club and they shall exercise all powers of management of the club not specifically excepted by these by-laws. The club President will select these members. The Club President shall over rule a board decision if considered in the best interest of the club.

Section 2.    Voting for officers shall be by verbal ballot and those names receiving the greatest number of votes cast by those present at the annual meeting shall be declared to be elected.  The Board shall appoint a committee of three judges who are not members of the Board or candidates for election to supervise the election.

Section 3.    The Board of Directors shall meet at such times and places as they may select and a majority of the Board shall constitute a quorum at any meeting.

Section 4.    In the case of any vacancy through death, resignation, disqualification or other cause, the club president may elect a successor to hold office for the unexpired term of the director whose place shall be vacant, and until the election of his/her successor.

Article V – OFFICERS AND COMMITTEES

Section 1.    The officers shall consist of President, Vice President, Treasurer, and their duties shall be such as their title would indicate or such as may be assigned to them respectively from time to time. It is permissible for 1 person to hold 1 or more officer positions.

Section 2.    The Board of Directors shall authorize and define the powers and duties of all committees.  Chairmen and members of all committees shall be appointed by the  president, and shall be ex-officio member of all committees except the nominating committee. Board members are appointed by the President.

Section 3.    The following committees shall be appointed each year, with such other committees, as the president may deem necessary or advisable:

Tournament Committee to arrange and schedule tournaments.

Handicap Committee to establish a fair and proper system of handicaps in accordance with procedures laid down by the Northern California Golf Association.

Membership Grievances Review Committee to investigate and act upon all grievances and to recommend appropriate action to the Board of Directors.

Article VI – TOURNAMENTS

Section 1. Tri-Valley Golf Club tournaments will be open to all members in good standing. All tournaments are first come first served.  All players are respsonible for making sure that payments for each tournament are received by the announced date.

Section 2. Guests are welcome all Tri-Valley Golf Club tournaments unless otherwise stated in the monthly newsletter. Guest will pay the same tournament fees, as members but will not be eligible for any tournament prizes.

Section 3. Payment must consist of either a check payable to TVGC or PAYPAL. If the bank returns a members check that member will be responsible for the following:

1st Time: Any and all bank fees and a $15.00 returned check charge.

2nd Time: Any and all bank charges and a $25.00 returned check charge and we will no longer accept checks from that member (cash in advance only)

3rd Time: Expulsion from club.

Article VII- Player Conduct

Section 1. All members are to conduct themselves in a sportsman like manner. Any member displaying acts of poor sportsmanship will be disciplined under the following guidelines:

1st occurrence- Written warning detailing details of said occurrence

2nd occurrence- Membership suspension to be determined by Board of Directors

3rd occurrence- Membership expulsion

The Board of Directs must vote on and approve all disciplinary actions. In the event that the disciplined member wishes to dispute said discipline, a special club meeting will be called in order to resolve said dispute.

In the event that any member is caught cheating at one of the Tri Valley Golf Club tournament, that member will be suspended from tournament play and subject to the disciplinary process.

How To Sign-Up For Tournaments

When a tournament is announced in the newsletter it is open for sign-ups. All tournaments are on first come first served basis. Please call me at (510) 501-8652 to RSVP your spot. I must receive your money within 3 days of RSVP to secure your spot. I will only RSVP vour spot. If you have other members that you plan on playing with, they are responsible for their own reservations.

THERE ARE NO REFUNDS FOR NOT SHOWING UP OR FOR CANCELING AFTER THE ANNOUNCED DUE DATE!

Tournament Day Procedures

Plan on arriving at least 1 hour prior to announced starting time. Check in will be with the pro-shop personnel. There will be a MANDATORY meeting of ALL participants 15 minutes prior to the first groups starting time. At this time will discuss the days events and contests.

Bad Weather Days Procedures

It at the discretion of the golf course management to determine if we play or not. In the event of bad weather please call the golf course before calling me. I will have already talked to them and they can tell you the status of our tournament.

In the event that the tournament is canceled, refunds will be issued.

How Do I Get An Index?

It takes at least 5 posted rounds to have an NCGA index. You must have an index to be eligible for any of our low net contests. If you have any scores that you need posted please send them (By mail or e-mail) to me. I can post them for you from my home PC. Or you can post them on line at http://www.ncga.org.

Dress Attire

Collared shirt, Golf shoes (soft spikes preferred)
